How are christians supposed to celebrate the New Moon and what constitutes a New Moon?

I know sometimes in the Bible it talks about the New Moon but I don't know too much about it and I was wondering if the New Moon meant that the moon couldn't be seen or if it meant that it was just beginning to show a sliver of it
