Why would the meus who discovered Heath Ledger call Mary Kate Olsen twice, before calling the Ambulance ?

Is the meus negligent, because really how stupid would you have to be to twice call a friend of the victim twice, before realising you have to call the ambulance duh ! Even among celebrities this would have to be stupid, isn't a life worth more than a little bad press ?
