Do you need to call and make an appointment for a tailor?

Well, you could walk in, taking measurements isn't that time consuming where an appointment is necessary, and the fact that you are there means they can take the garment from you then. But how do you lengthen a sleeve for a coat? You'd have to match the fabric and extend the cuff? I've only heard of shortening sleeve length.
