HCG level is 61?

I tested positive for pregnancy last tuesday. I got numerous positive results since then but some were fainter than others. I was concerned so I went to the ER last night and had bloodwork done. My HCG is 61. He said either im really early pregnancy or im going to miscarry. Should they be higher than 61 if I tested positive on a HPT a week ago?
