Is there a page on the yahoo games site where you can post known cheaters?

I play with cheaters 25 times out 50. half of the players use IMs to cheat. Is there a posting where I can post known cheater? I found it one time but can't find it now. Will you help me? This may stop the rampant cheating in pinocle
