How do I qualify for an FHA home refinace loan if am 30 days?

FHA refining only works if you're less than 30 days late. You're right, it is a catch 22 but FHA doesn't want to guarantee loans where people are late - it will hurt them. I would say just get caught up and try again for the program in 6 months or so.
